Smoking has been scientifically proven to kill, even the cigarette companies pretty much admit that these days. You're confusing legality with morality, if our laws were based solely on health, McDonald's wouldn't be legal either, or Alcohol, or many many pharmaceuticals.The reason, like everyone else says is money, but to clarify that a bit, it is a combination of several industries that would lose a whole lot of money if Marijuana was made legal.
Hemp can be used to make rope, paper, and clothing. It's oil can be used to make plastics. Marijuana has been found to alleviate hundreds and hundreds symptoms from over 150 different ailments or diseases. It's mind altering effects are comparable to alcohol, but it is less damaging to the human body.
But, there are also industries like the prison industry, who would suffer very greatly from marijuana becoming legal. Over 90 % of the people in the United States Justice system, were caught with a small amount of marijuana (enough for personal use), and once you are in the system, things like probation, more severe punishments for second offenses, etc, make it really difficult to get out of the system.
Well, I would keep going, but I feel like that's enough ranting on one subject for right now.
