They're as they are because they consider not only road conditions, but traffic coming onto and off of the road (such as driveways), pedestrian traffic, makeup of the road itself (there are many kinds of asphalt, often changing with climate zones) and so on. Speed Limit doesn't mean "This is how fast we think you can keep control of your car", it means "considering where this road is, it's composition, the management of traffic, and the proximity and safety of persons and property about, this is the maximum speed with which you may safely travel".
If the speed limit on a highway is 55 mph, and everyone else is moving along at 75 mph, you are creating FAR MORE of a hazard by going the speed limit than going 20 mph over with the rest of traffic.
