I don't know about best, but one of the worst in terms of inter-city travel would be Seattle. Too many one way roads, side-street parking, pay-to-park lots, and traffic. Mind you I loved the look of the city, it was just a complete *&$# driving around when I visited there. Maybe free parking and enough parking spaces is a luxory where I live, I don't know.

Dude, tell me about it. I work six days a week right in the heart of downtown at the Rainier Club and it's a living a nightmare every die trying to get there AND then trying to find parking. No garage stays open late enough for me to stay, so the hell-streets it is.
That being said, I can't imagine ever living in another city in the states. I love Seattle with all my heart. Although I really do enjoy San Francisco-- similar in many ways, and as another poster said, totally different.
