I'd put one on as well just to show him how attractive it can make a person look, and explain why it is that women appear to be beautiful. in this way, no woman will ever be able to claim his heart and I can die certain that my son will be happy.
Obviously assume that he is curious about woman's under-garments. I'd ask him why he decided to try it on and then base my actions on his answer. If he said he enjoyed it...then so be it. I'm not one to change who he is and what makes him feel happy. If he says he was curious, then I'd explain what it is and why it's used. I would NEVER reprimand him or punish him for it, though.
