Talk to her, at your age you shouldn't expect much else, but you can do your best to spend as much time with her as she is comfortable with. That way when you two get a little older you will be already close to her. Just be nice, actually listen when she talks (Doesn't mean obey, but atleast listen to what she says and take it into consideration) and try to get to know as much about her as you can, info is a good way to know how to set up dates to her liking, etc.
Speech always works for me. Doing something idiotic will make her think you're an idiot, that's a given. Something dangerous and you might lose a limb. Speak your mind. Talk to her. Maybe good grades may impress her, but some girls look for certain things. Some want looks, some physical finesse, some money.
I recommend you grow atleast 3 more years and come ask us again... but to avoid a suspension for flaming (according to the moderators) I'll just say, talk, don't be a bastard, be kind, sincere, talk to her, talk to her, take her out, talk to her.
Sit next to her in classes. Talk to her after class, just in general act interested. And then once she starts getting comfortable with you, ask if you she wants to sit with you at lunch or whatever, or if its common to hang around school afterwards, do that. Then maybe start by asking her to a dance...and from there, its cake.

I was doing WAY more than talking at 13 so don't. Just don't, if he has these feelings now, then he has them now. He can't change that.... Thinking like that is why we have so many teen preg's.
Talking to them usually works, and if you don't want to talk ... just be like hey can I get your phone number so we can talk sometime. Thats a sure fire way to do it.

Not true at all. Lack of supervision is why. I didn't have enough ALONE time with a female to get her pregnant at age 13.
