Anime is Japanese animation. The only difference can be that 'cartoon' usually refers to children's shows, and there are animes with more mature themes.
Western cartoons: Pretty much always episodic, with little-to-no long-term character development (exception would probably be cartoon-movies.) Usually targetted at a young audience. Narrow genre focus (most frequently comedy/slapstick.)
Anime: Usually have fully fleshed-out storyline arcs that span multiple episodes, with meaningful character development often playing a part in this (though not always.) Targetted at a huge range of different ages, depending on the manga/anime series and who specifically it's written for. Spans pretty much every genre imaginable.

Avatar? Gargoyles? Batman: The Animated Series? It's good that you recognize anime for what it is, just another medium for any story to be told in, in any way, but don't generalize western animation like that. It's not exclusively meaningless kid's shows (like a lot of people think anime is all dumb kid's shows, or all ultra gory sex movies).
anime also mean animated manga it can't be called an anime if it didn't have a manga to start off with there not much cartoon id recall being really good beside what marvel made and humour Cartoon such as simpson / south park / futurama did
If you seek into anime it is also pretty much less censored then any cartoons that american / europe does if you look at Fullmetal Alchemist / Claymore / Berserk / Hellsing ultimate : it all come from japan it all got dub in english while some did censor stuff some didn't so it aim pretty much more a mature theme then any cartoon we show will do if it not adult humour such as south park :
but if you look at today kid show they mostly suck such as Bakugan !?

I was just speaking in general.
Western animation has gotten better in recent years..but the target audience clearly hasn't shifted very much.
there anime of all type : romance : Ecchi : and they are catorized sort off in 5 way in over 100 different theme but most popular are shonen & shojo but take a look at all show on YTV ? Teletoon and other tv show like that they mostly aim G / 13+ if they are not anime that got dubbed
example Bleach / naruto both as +18 Rating for original version who is extremely popular in north america
adult cartoon existed long ago ? i don't even recall one i saw in over 15 TV channel that show them at least that isn't called south park and that is humour censored :P it was alway dubbed from japan : first made in japan then done in english voice actor / actress with censored word such as ****

looked at it nothing is found on both wiki / goggle why it is so ? and when i type adult cartoon it bring me at adult-swim and anything that is likely gore / anime are anime of japan : Death note ect... :: you say epic fail ? but where it is shown ? why wasn't on YTV ? Adult swim ? youtube ?
I guess anime has a different styIe to it. Visually and usually the character of the characters follows a certain prototype. It gives you a different feel alltogether.
And yes like some said, cartoon mostly refers to animated shows for children.
Its funny though how in Greece, "Mickey Mouse" has become a synonym for cartoons. When a child wants to watch cartoons (any kind) they'll usually say: "I want to watch Mickey Mouse".

yeah.. adult western cartoon i wonder ? cause all i see is humour : nothing that come any close to anime that are rated 18+ it like if they where only 3-5 of them that existed in 15 year of Television but anyway i like pretty much my SCI-FI show from usa such as Stargate Atlantis it rule :P
