Excluding the image board since its a given I'd go any Twilight fan forum. *shudders*

There is only one place that comes to mind... and I cant tell you what its called, because the name is banned on GS.

Easily the worst forum I've ever been to is the World of Warcraft forum.

Runescape forums. It's filled with a bunch of 10 year olds and it has the most overly strict moderation and censorship I've ever seen.

Oh, and though not technically a forum.....I believe Youtube deserves an honorary mention.
