Yes with globalization - attacking one large economic power may have dire effects on other countries given trade and investment.

Plus the means of war have changed. Technology has advanced such that the assured high level of casualties and possible total destruction serve as a strong deterrent.

An evangelical is someone who is maniacal religious, to the point of fanaticism. Some of them have world-views that demonstrate a blatant disregard for human life and a disregard for all those who do not share their faith.

This is just one of the meanings of the word, just in case you were wondering. I'm obviously talking about the worst of the evangelists, there are many that are decent human beings and valuable members of society.
