I'm very good at reading people...like a quick glance at a person's face usually gives me enough information to get my first impression. I may not always be right...but I usually am. So when I look at a girl's face....or a guy's, I kind of know a little about who that person really is. Not psychic or anything...I just happen to know quite a bit about expressions...god knows how.
So truthfully....it's not really the face....more like the person herself, however the face how I usually judge the "hotness" of a girl.

When I First Meet a Girl Be sure to give them a good stare directly eye to eye makes them want you so thats what i do i give em a good look in the eyes
I scope her face to assume her age first. At 32, I'm finding anyone under 28 is like a total disconnect. I start talking about songs I listed to in High School and they're like "Yeah, I was into that song in the 3rd grade." Creepy.
I talk to them, and see if our personalities are compatible, and then -boobies- I go from there. Physical appearance doesn't matter to -then the butt- me.
