Germany would be safest because there were active resistance groups, especially in Poland. SinceNazi Germany encompassed a large portion of Europe, if you could make it to the outer areas or at least find a resistance group they could get you out of the country.
Whereas in Korea, there is less active anti government action from the people.
Depends. My family did indeed live in Nazi Germany, and life was fairly plain and ordinary there just as it was here, assuming you didn't take part in Nazism. During the thirties, life for the ordinary German people was the stablest it had been before the First World War. Economy was booming, and there was much prosperity for citizens.
But if you're talking 1941 Germany, during British bombing runs, or 1945 Germany, where the Russians were on your doorstep I'd definately choose North Korea. My Grandmother still has nightmares about the bombs. At least North Korea isnn't a war zone.
