Just my personal experience in Aussieland, New Zealand, and a few Pacific islands. I'm sure it's not always as nice.
And anything is better than snow and ice cold wind and s hit. Furthermore I literally have to travel to the other end of North America just to see a palm tree and some decent beaches.
Canada feels nice. These 'ere Atlantic Provinces are gooood
Sweden, Norway, Denmark, Finland, and such seem nice too.
Germany too.
I don't know enough about places to say a best one though. And someone might want something different out of it or something.

My city's very mild and doesn't get boxes of snow and hurricanes are usually small tropical storms up from the US or Burmuda-way.
Maybe saying all Atlantic Provinces is bad for you though. Inland in my province gets buttloads of snow, and Newfoundland is a bit brutal from the sounds of it.
