ive probably had the worst experiences in florida. i spent a week in daytona (of all places) and my mother got rear ended on her way to church by a drunk driver, i nearly got run over walking into a 7/11 (i was saved by the curb he hit before his break pedal), and saw some kid that looked to be about 10 weaving through city traffic in a hummer and blow a red light. and ****, those were all during daylight.

There were some pretty bad drivers in New Jersey when I was down there.

From my experience people who live in the plains when put in a place that isn't flat have really poor reaction times and just can't handle city driving or driving on mountains. So I dunno, I'm going to say Kansas since it's the first plain state that comes to mind.
