Why can't most females ever be bothered to make the first move?

Not all, there are a few women who do make the first move but their a rare form. it seems like the majority expect a guy to approach them. Why can't a woman ever approach a guy and make an effort? seems like they just lean back and have all these expectations that its the guys job to approach them. If they are all about gender equality and who not it shouldn't even matter

In shallow terms: because males need to display that standard level of confidence to gain the female's respect.

Because it's socially acceptable to not make the first move as a girl, and coupled with the fear of asking it's easy to ride along with not making the first move. I'm not sure if it bothers me too much though.

Considering women tend to either ignore me, move away very fast or on a few rare occasions tried to papper spray me as a response to me simply saying "hello" I'd say I'm not making the first move for a good while, atleast until protection googles become trendy.
