This just means that most people have very little self-control and/or respect for their partner and relationship. The fact that 20-30% of people don't do it proves that it's entirely possible to be faithful and happy.

If it's sex or kissing it could be the person is just horny and can't control it. Sex and love are not synonymous.

Emotional affairs on the other hand can happen for a multitude of reasons.

Most people I knew who cheated did it because they were away from their spouse from an extended period of time. This was in both in Korea and Iraq when their spouse was back in the US. Their excuse? "I love my wife, but I have needs and I can't get them over the phone." All I could say was to each their own.

I didn't agree with it and if they were caught they could be charged with a crime (adultery is illegal for servicemembers). But they thought it was worth it. The bad thing was the wives at home were more likely to cheat on their deployed husband than vice versa.

Because they are cowards who are too afraid to just end the relationship. Have some empathy and break it off instead of going behind their back. Scumbags.
