Why do public places offer water and no food?

Well this was just a random thought. Well water is a basic need...right? Food is as well right? So why dont public places that offer bubblers also have food? I am pretty sure its not that much more expensive? Right?

Well you can't survive without water as long as you can with food. Also unlike water there aren't food pipes ruining thru most cities that you can just tap into.

Water is a more immediate need, and it's cheaper to put a T joint in a pipe and stick a fountain on the end than it is to distribute free food.

I'm not sure what the cheapest form of food would be if someone were to offer it in a public place, though. Maybe have a water fountain and beside that a spigot that dispenses cold porridge into paper cups. That'd be hilarious.

Water is simple and cheap. Food gets a lot more complicated.

You'd have to replace the food very often, not to mention hobos would steal the food and it would cost a lot.

The normal human can survive up to 3 weeks without any food. The normal human can only survive up to 3 days without water. Like others have already said, water is far more important and far cheaper to offer for free... then again, many people are paying $2-3 for bottled water.
