I think this is an innappropriate question as it essentially asks us to quantify human suffering.who is it. in terms of human rights violations/acts against freedom at home and abroad.

You know what's sad is that some of them really need more recognition. They are in some cases horrible...horrible dictators. It's depressing sometimes that those people get away with what they do. If I supported capital punishment...I'd support it there.
They are all bad. I don't see why one has to be worse. I don't know...I just feel awkward debating who was worse, dictator A of B..DejaVu72

Not enough people care about Africa. The military dicators there are only a threat to the people that live in Africa, and no where else. Thats the harsh reality.Stalin killed 42 million in his regime. The stalin killed millions myth is american propaganda, propagated to brainwash the west during the heights of the cold war. Most deaths in stalin's time were a direct result of ww2 and large famines in the ukraine due to environmental devastation caused by a series of disastrous droughts in the region at the time.
Hitler is by far the worst dictator because he systematically organized the execution of millions of innocents and instigated wars of pure agression on dozens of sovereign nations. Stalin sent political dissidents and foreign prisoners to labour camps, not the gas chamber.
Same deal with mao, he didn't organize killing regimes, he ruled china during a time of great upheaval as did stalin with russia, and many excess detahs during their reign were a cause of political/environmental factors rather than organized campaigns to kill.
I can't believe people place a professed racist dictator that caused the death of over 50 million people second on any list, it's sad, it seems most western societies are moving towards fascistic tendencies and thereby forgetting what hitler did to germany and the world.

HUGO CHAVEZ is no dictator. Before he ran for power, the poverty rate in Venezuela was 42%, now it is 37%. He is not a communist. He wants to implement socialist policies for the betterment of the nation and it is working. I am no supporter of him since he keeps trying to stay in power, but so far, he has been legally democratically elected and has not harmed his nation's people at all like other dictators.
Trust me, I'm venezuelan and i have been there many times so i kno what im saying.
