Lets a war start? James Buchanan was the one who basically let it start. Seven states had already seceded before Lincoln even took office, and hostilities began only a little over a month after Lincoln took office. The Confederates were the ones who made the first attack on an American military fort, and it was Lincoln taking retaliatory action as a result that really lit the fire of the civil war. To blame the Civil War on Lincoln seems kind of odd.
He could have done something to stop it from coming about.
