Russia is actually the belligerent in this situation. The US isn't doing anything except for installing a missle defense shield with cooperation with Poland. Russia is skewing the meaning and saying that we are trying to start something.

No one side is to blame. If the US just said "oh, okay, we won't stir the pot with Russia" every time Russia objected to something, they'd be backed into a corner very quickly once Russia figured things out. It makes things much more tense in the short run, but when both the US and Russia go toe-to-toe with their stubbornness, the result is really a more stable world in the end (though there can be, ah, bumps along the way). Both sides know that the other side wouldn't be stupid enough to take the final step towards forcing the other into nuclear war to protect itself.

I, for one, am looking forward to living in the world of Fallout.

Every single leader of a country knows that if they start a nuclear war, their country will not survive.
So for any leader to start a nuclear war, that is very stupid.

I doubt it happening.
