If I exercise, eat properly, and remain very dedicated, how long would you guys say I am looking at to start seeing some major improvements?

Dude, I'm 5'9" and 155 also.
I am 6'2" and weigh 210lbs and i am not that fat. How can you have a pot belly? Zervizerhe may not have much muscle and have fat make up alot of the weight
Heres what to do...
First find your average calorie intake for a week or 3 days time.
After this try to eat 500-750 calories less than usuall.While doing this maintain excersise but not vigorous excersise wich is more for cardio.Just walk everyday and do pushups/crunches/any kind of excersice.You should notice change in the way you feel after a week and after 3 weeks you will start gettin slimmer!
