Since when were civilian's legitimate targets in war? :? Most of the time in war soldiers are legitimate targets and not civilians. In all honesty I think the US had it coming with 9/11, for having a history of dropping those nukes on cities. Killing innocents and the threat of killing more is not a good way to end a war..
