Because boss battles are a really outdated feature and much more common in console games.

Gears of War, Bioshock, Crysis, Fable, Vampires the Masquerade, Doom 3, Painkiller, Jedi Outcast, Serious Sam series had bosses.

It does, they're just more subtle. The Antlion King, the Chopper in Water Hazard, a few Dropships etc.
