Best program to tweak system performance

I just built a new computer and am looking for a program to tweak my system for the best performance. I hear people talking about overclocking and all that but have no idea how to do this. All i want is my pc to perform to the best of its ability.

You don't overclock with programs.MonsieurX
Well he could with AMD Overdrive etc although I prefer BIOS. Depends what sort of PC he has though.

You can do it,but I'd never recommend it.
