CSGO is a bit of a stretch but try running TF2 on low at 800x600, maybe 480p if necessary. There's a YouTube channel called Lowspecgamer which shows ways to mod and tweak games to get them to run on crap hardware, and he's done videos on both games, so there's that.
You should be able to play at minimum, if you close everything and only open CSGO

TF2 is an old game, but I think it'd be very laggy.
Sorry for not responding to you guys' comments. So I tested it out and CS:GO runs at minimum settings at like 30 fps and tf2 runs at a little bit higher than minimum at 30 fps too. Thank you guys for replying!
