can these specs play css/hl2 on max settings?

those are some new parts i wanna get and i am on a budget so plz dont suggest to save up. i just wanna be able to play css, hl2, gmod etc on maxed out settings on 1280x1024. how are these specs?

im not sure if you can max it out i would think medium but you could get the 2600xt for 100 dollars i have a friends who can max out css whith this card its dirt cheap also
