I tried this, it was terribly buggy and often struggled loading games saved near the mod content. But then again that was combined with several other mods which may have messed it up :(

The closest you'll get to a fallout RTS is probaly APOX, but it's in closed beta at the moment (Which I'm in, woo!)

OK... I'd just go with Garry's Mod and play other peoples' custom maps :)
