Ive been noticing the energy to not recharge to 2 blocks and up. It only recharges to the first block of energy, then stops. Was this part of the design or is it a bug?

Yes, but the fact that it only recharges (on its own) to 1 block.....kinda destroys the point of the recharge augment.

Not really, it allows you to do a take down faster instead of waiting around all day. Its a balance decision, power bars would be completely useless if you could recharge more then one bar.

Since the review mentioned you get more XP with takedowns, they should have placed more powerbars in the game.

No, they shouldn't have. It only costs 1 bar of energy to take someone down. If your a person who wants to use take downs constantly, then you would buy the augmentation upgrade to make your energy regenerate faster. The power bars aren't really needed for takedowns, you should save them for the other stuff like cloak.

I think you can also buy some stuff at the LIMB clinics to recharge your energy, and they're not very expensive. I haven't really been using much energy... mostly relying on weapons and explosives. Maybe I'll be using more eventually.

so then people could abuse the takedown system? not a chance. If you need to take down more than 1 target you can either way untill they get close and do a double takedown Or just get one of them and simply wait untill the bar is refilled.

Actually batteries above the first one will recharge IF they aren't fully depleted. Since most of the augment powers have a constant drain instead of taking away a full battery instantly like the takedowns do there is a reason to have the recharge augments. Also, you should be running on only the first battery most of the time, or balancing your usage such that your other batteries never fully deplete. Only replenish batteries when you're going to need the extra power for something like a cloaking run or a cloak and takedown.
