I am upgrading about a 3 year old computer's video card and I don't want to buy a new video card just to find out my power supply cant handle it's video card
The "average" HP computer? I have no clue what that is. Chances are it will work, but I am guessing. Like anyone who opines on the "average" HP computer. Your best bet is to find the specs of your computer or open up the case and see if the PSU has any marking on it that will state the wattage, and go from there.
No. HPs come with a Hipro 300W PSU, which is enough for a 7600GT. The 7600GT is a great card though, and if you want to use a X1950Pro you'd also need to replace the PSU.
