You can not register Dragon Age CD keys on Steam, so the answer is unfortunately no.

there's no way gamestop would be selling a game released one month ago for 10 bucks. provide some sort of proof like a scan of the receipt.

While I agree that it sounds ridiculous and highly unlikely, I'm not going to ask him to go out of his way to prove it to me. What the hell does it matter, anyway? It's not like you'll get anything useful out of it. Either believe him, or don't. It's possible that perhaps it was a mistake and they sold it to him at the wrong price, but then again it's also possible that he isn't lying and they just happened to have this crazy ass sale which is exclusive to that store. Who knows?
