As opposed to the illegal MMO's? I'm not sure if there's a crack addiction MMO real enough to be illegal, althought WoW in its peak was awfully close.
Assuming you mean F2P MMO's, LOTR:O is easily the best one that doesn't force the money shop to have fun. Not sure how well it scales for older computers but most MMO's are well optimized to increase potential playerbase.
By illegal he means free private servers of pay to play MMORPGs.
Well...there are tons, none I woulc really recommend though tbh, L2 is decent but it's a sandbox game that has been turned into a theme park forcefully, and it doesn't feel right currently...but it's private servers aren't illegal, if they are running older versions of the game which were much better.

He means as opposed to the illegal private servers that are up for many MMO's including WoW.
There are a lot of free MMORPGs out there but they're mostly grindfests. Lord of the Rings Online, Age of Conan, DC Universe, and Star Trek Online are some of the best but they get to be really tedious to level up. They're all free so try any one that looks good to you.
