I'm looking for something casual to play that has cars with upgradable parts and free roaming, kinda like nfsu2, I know most wanted is good, an i played undercover on the 360 and it was decent, but there has got to be something better out there? (if not can you reccommend anything on the 360 but preferably pc)
Try Test Drive: Unlimited. It was pretty buggy at release (and has since been patched up pretty nicely) and the online population is pretty much gone, but I think you will love it.
The only racing game I ever played that really felt like a free roaming game was Midnight Club 2. It does have some notable flaws though (lack of realism, dated graphics etc) and the cars aren't upgradable like you want but still a fun game that will get your adrenaline pumping while dodging oncoming traffic and it's very challenging unlike most need for speed episodes. Might be worthwhile to check the series for your 360, none of the later releases made it to pc and it just might have evolved to the game you are after.
Test Drive Unlimited is 1 of the worst PCs game I've ever played. I've got the fully patched version here and it runs like absolute crap on a quad core 3.0 / GTX 260 Core 216. The graphics are horrible, the frame rate dips randomly for no reason, graphics pop in like it is 1995. IMHO wait for Burnout Paradise early next year.
I recommend Midnight Club: Los Angeles for the 360 or PS3. I'm baffled you picked up Undercover instead of Midnight since Midnight was released way before Undercover but yeah, Midnight is an awesome racing game IMO. The casual racing games for the PC have vanished but if you like realistic racing games for the PC, I recommend GTR: Evolution or GTR.
