It was pretty good and looks similar to Simcity 2000. I played it for a while, but never beat it because my parents were hyper religious and freaked out because I was building hell. I might have to dig out my old copy and try it again. I don't think it had an actual combat in it though, it's more city building. For combat, Painkiller is the best option I can think of.

No idea if it's good though, I only played the demo and it was a long time ago.

Diablo 2 is probably closest to that type of game.

Dungeon Keeper maybe, though its pretty old and not sure if it's on gog and the likes.
