I'll vote for Prototype, since it's about as close as it gets, and probably the most recent game of this type. I really enjoyed the game, plus I still find myself going back into the game to wreck havoc even after all the time I've had it. Plus, Prototype 2 is looking pretty interesting, so you'd be prepared for its swellness.
The Prototype and Spider-Man games are the only ones I can think of.
I guess DC Universe or City of Heroes could be good alternatives if you like MMO's, just make your own electric hero and screw around a city with a bunch of other jerks.
Otherwise I'd say inFamous is like inFamous, and its only on the PS3.
unfortunately there's none, even though prototype and infamous are both open world game with sandybox elements, but they are nothing alike. infamous can be best described as an open world 3rd person shooter with much higher budget and production value, but the pace is very slow. prototype is a like a well designed arcadish super hero action game that doesn't take itself too seriously. alot sloppy animation will take you a while to realize it's charm.
kind like GTAIV VS SR2 kind comparsion. Both are great, but like I said, unfortunately SCEA never bring their games to PC, so the only place you can get something like infamous is on PS3.

City of Heroes no longer exists; the servers are shut down. It is my favorite game of all time, though. With regard to "jerks", the City of Heroes community was super nice at least from 2004 to 2008 when I was playing.
Perhaps you mean Champions-Online rather than the non-existent City of Heroes. I would recommend DC Universe Online over Champions-Online.

Not a great number of games focus on electricity and have free roam like Infamous. Prototype is great, but melee based and no electricity.
Batman Origins has the shock gloves and free roam, but it's certainly not about shooting people with bolts of electricity.
With Skyrim you could deck yourself out with electricity weapons or starves and it's free roam.
Hard Reset is a FPS shooter, linear, but it has lots of electricity effects and one of the weapons is electricity gun
BioShock 1 and 2 are FPS, little bit of free roam with electricity attacks
Oh, and Knights of the Old Republic and Knights of the Old Republic 2. You will have to play making darkside choices to get the electricity. I had played as a good guy through Fallout 3 for an embarrassing number of hours back in 2008/2009 so when I played Kotor as my next RPG, it was probably refreshing to play as a jerk.
Disclaimer: I have never actually played InFamous but usually play characters as meta-type comic-book style types when given the choice. The electricity powers in Kotor 1 and 2 are very fun.

Those are all good games, but they have very little in common with Infamous beyond a morality system.
To the op: Prototype 1, Prototype 2, and Saints Row 4 are really your best options. SR4 was a big change from previous games in the serious and I was quite surprised at how little it played like a GTA clone and how much it played like an Infamous/Prototype clone.
