What is the best upgrade from an 8600GT that will work on a 300W PSU? Will a 9600 work?

No, that sounds like a nobrand PSU and that wont handle a better card.

Since each amp on a powersupply is 12watts than the max you can possible get from a 300watt is around 18-20 amps so nope the 9600gt wont' work. Not to mention that 300w powersupply won't have the right power connector that you have to plug into the card itselft. Unless you upgrade than the 8600gt is pretty much the best card you can buy for a 300w powersupply

The best you could do is buy a reliable power supply, and step up to high end video cards.
