I have a Radeon hd4870 x2 and I am not currently running any graphic intensive programs. The card currently reads a temperature of 83 degrees celcius.

Thats what it usually reads when i am playing a game. When i am not its only 63 or so degrees.

So anyone have any idea what is wrong? Is the temperature guage stuck for some reason? I am afraid to play a game right now as i do not want it to burn up.

Does it have a reference cooler? If so, you might want to invest in an aftermarket one if you are so worried about the temperature.

Bump up the speed of the fan. They're usually at like 20% default.

It will be fine but you can adjust the fan speed in Catylst Control Center.
