I second the Myst series, by far the best games with no combat, with Riven being the best game of all time in my eyes.
The Rollercoaster Tycoon games are other good examples. Cosmo's Cosmic Adventure had you play an alien with suction cup hands, and you killed enemies by jumping on them (though you could drop bombs for getting past obstacles or using on bosses, but they were rare and seeing as how Cosmo doesn't actually have "hands," they don't really count). Lemmings is another. Most adventure games don't have weapons, and contrary to popular belief, a sizeable amount of them really aren't bad at all (I'm talking about a lot of the newer ones, not just the old classics). Lots of old DOS puzzle games like Heartlight, Robbo, and others don't have weapons.
I suppose you're counting games where you fly a spaceship (Descent, Raptor, Tyrian, Major Stryker, etc.) under games with weapons, as well.
