I bought Mono Male to Dual RCA Female cord (cable 1) and RCA Female to RCA Female (cable 2) in order to set up PS3 to a set of speakers. I plugged in the Red and White cords from the PS3 RCA cable into cable 1, then plugged the male side into cable 2, which I also plugged my speakers into. The sound came out, but it was very quiet, only came out of one speaker, and had a loud buzzing sound. Did I purchase a wrong part?

Ok not sure what your doing what are you using for a amp and the ps3 comes with a stereo cable. You can also use optical or HDMI so you have plenty of options. Need more information.

I'm using my desktop monitor to display my PS3 but my monitor doesn't have built in speakers so I'm using the HDMI to connect to my monitor and the RCA cables for sound. I bought the cables that I stated above to try and connect my PS3 to the speakers.

I guess not or he would have used it already but there are to many unknown factors here. Here should have listed his hardware then it would have been easy to tell him what he needed to do.
