He already has monitors, win7, and mid size HAF 212 (I think).

He plans to get a phenom x4.

The rest is undecided. Keep some consideration in mind that newegg has sales tax since hes in CA so that may cut into his budget.

Actually if your friend could get something similar to yours it should be able to run about anything. I don't want this to be taken as a 'bragging' post - just wanted to share the specs of this PC. It's running a Phenom X4 9550 (Socket AM2+), 4GB DDR2, and 2 512MB GTS 250's in SLI on a Gigabyte M57SLI-S4 (version 1.0) powered by a Corsair TX 750. I'm running everything with 4xAA, 16xAF and "High" at 1600x1200 with no problems. Keep in mind the only new part was my case - the rest were all used from ebay. I would tend to recommend Nvidia cards if your friend wants to be able to use Physx - as the actual Physx cards aren't really available anymore.

CPUMoboGPUPSUHDDODD Total: ~$740.92 The links are all to the US Newegg site (except for a few) but I got the prices from the CA site. Not sure how much sales tax will be though.

Woops made a mistake. When I said CA I meant California, not Canada, my bad. I just mentioned sales tax applies here because the warehouse is in the same state thus charging retail tax or something like that where as tigerdirect doesnt charge tax if you were to order from here.
