on my old pc i averaged about 30fps in garrys mod on medium settings. the specs were pentium 4 3ghz, 1gb ram, radeon x600 256mb. my new one probably averages about 60fps on hgih settings and its specs are amd x2 4000+ 2.1ghz, 2gb ram, radeon x1950pro 512mb. does the psu matter? what is it?

I'm not quite sure what you are asking. You're title implies that your FPS isn't better than before, and yet your post just gives evidence to contradict that...what am I missing?

it tops at whatever you monitors refresh rate is e.g. mine is at 75 FPS. i wouldn't suggest taking vsync of because games look awful when you get 'tearing' (which is what vync stops) it basically syncs every frame to every time you monitor refreshes..
