I worked at a local computer shop where I learned to assemble PC's (I only lasted 6 weeks before telling them to stuff it) and about hardware in general, Google, Here (Gamespot PC Forums), Toms Hardware etc.

IT folks are usually the pros when it comes to neworks and infrastructure but not necessarily the workstations/nodes that hook up to the network. If I want advice on DIY PC parts (aside from my own research), I go to a PC shop that specializes in DIY. That or PC gamers. Another I might consider are Systems Analysts since they also have to factor in PC specs to their work. But, I'm sure they have bigger and grander things to worry about than mere PC specs.

Pretty much haha. Obviously you have the ones that know both sides but for the most part they don't care and just get whatever the department is willing to spend and for most places they have set budgets and a selected place like CDW, Gov Connect, Dell or HP that they have to buy from with a set spec machine or printer.

Usually, the techies want the latest and greatest. But, that's often tempered by the bean counters who want to spend the least amount to get the job done. Those bean counters also tend to be higher up the ladder. What happens often is a compromise towards the best bang for the buck.
