What are some things that games require "ex. graphic cards" and what are average versions of those things? I need to know what to buy.

I have a Dell laptop with intel.

I dont know anything about computers and want to start playing games on mine.

if you don't know what you are doing you probably won't be able to upgrade your laptop cheaper than just buying a new one. this is why most gamers play on desktops. They are easy to upgrade and parts are comparatively cheap and available. If your graphic processor is inadequate for instance, then you probably have to replace your entire motherboard since its most likely integrated.

Laptops are close to impossible to upgrade unless you know your way around them, a Stationary machine however is much easier and can be done by nearly anyone aslong as you read up a little on it first. It's also sometimes much cheaper then buy a already built machine.
