I can relate to your struggle very well my friend.
I had 19" LCD 1 month ago and after sitting down on my friends 20.1" wide-screen for 1 hour my decision was final.
To those who said you don't have a graphical improvement with wide-screen, they never experienced it.
all new games and many one that are current support 1680x1050 resolution on 16:10 widescreen format.
The difference is spectacular my friend, but trying for example to play an DVD is gorgeous, even surfing the web is more vivid and colorful then on my previous monitor.
Look for 2 ms response time, 3000:1 rate and at least 250 cm2 or higher.
Right now? You won't gain anything from Vista, there are no true direct x 10 games, upgrade smart. XP does all the job done.
You will not regret the monitor, from personal experience I never did.

Yeh. Thanks mate. And i already choose LCD. NEC 20WGX2 20" LCD, whit 700:1 contrast ratio, 6ms response time, 470cm2, and S-IPS panel which makes colors look better than on monitor whit higher contrast despite its lower contrast. The price is also higher too. It also has glossy screen. And i will surely have Vista when Crysis comes.
