How to clean LED monitor?

Well, there are some scratches in the display and i don't know how to clean it without damaging it

You can use a paper towel and water if you really dont have anything; Its not recommended as you'll be a bit abrasive with the paper towel. The water is less than ideal because its likely to leave streaks.

The best thing to have is a microfiber cloth with some kind of rubbing alcohol solution. The cloth is very soft, is great at picking up oils, and the alcohol wont streak.

I use sandpaper. Also why would you think that cleaning is going to remove scratches, it'll just remove dirt.

Someone correct me if I'm wrong but I was under the impression that some of the chemicals in Windex would eat away at the screen material.

Basically you should use a solution (1/2 water and 1/2 isopropyl alcohol) and a microfiber cloth. Or if you want to waste money you can buy the HDTV cleaner solution sold at Bestbuy stores.

I just throw mine in the dishwasher. Sparkly clean! Or if I don't have time for it I just use this

If you have a glossy monitor then Windex *might* be okay, but definitely not on the soft plastic matte monitors. Windex is formulated to work on harder material that can handle the abrasive nature of ammonia.

I wouldn't recommend usnig Windex under any circumstance.

I'm not sure about the solution, but a soft optical grade cloth you might get from glasses or binoculars for cleaning should be fine.
