On PC, it looks like the first picture. On consoles, you have a mix between the second and the third, and this is a comparison at the same resolution and without tampering with the configuration files, adding more detailed textures or using modifications to boost the engine (like Triple C, for example).
Consoles won't be able to do proper 1080p, they will get an upscaled 720p, while on PC you can regulate the resolution to fit your screen perfectly, meaning the image will be much more crispy.
Now, you may say you like console graphics so much, and that's fine. But please, do not come up with these ridiculous "there's no difference" arguments, because it's just false.
