So my friend bought GTA 5 for pc but he currently got only a laptop. He is gonna buy a pc later this year so if he installs GTA 5 on his laptop can later play it on his new pc.

Yes
This.
And someone correct me if I'm wrong, but it should have CLOUD SAVING so your saves should sync across too.
Doesn't it have something to do with "license for one PC"? If he later installs it on his PC, the laptop version would stop working, right?

What that means is you can't run it on more than one PC at a time.
@FelipeInside: Offline too?
Steam? Sure. It can be offline. Social Club? Probably not. Either way, don't run the game from more than one PC at a time.
@PredatorRules: But GTA V must be able to run when the PC's not connected to the net. And when it isn't connected to the net, it won't check if other instances of the game are running on a separate PC, or would it?

But then your saves won't sync probably because you would have two different versions.
Why not just try it instead of asking?
@FelipeInside: i started playing on my desktop then i installed it on my laptop and had to start all over so i dont think it has cloud saves maybe theres an option to turn?
Also i tried goin in offline mode and no it wouldnt start without it wanting to sign the social club

Cloud saves are on, make sure you quick save within your phone.
@FelipeInside: Because asking takes only a minute whereas installing GTA V on another PC would take at least half an hour.
If you buy through Steam then you are fine. Steam can be installed on multiple PCs and if the game doesn't have additional actication DRM (like the early version of the Batman games) then there's no limit to the number of machines you can install it on. As for GTA5, I have it installed on two machines: my gaming rig and my gaming latop. No problems.
