is it a good NB cooler

Hi, I want to buy cooler for my laptop. So I went on search and I found one cheap cooler.

So, what do you think. Is it good enough? I have 15.6" but as I can see it is up to 17". So is there any difference in size? What would be diference if I use lets say 11" netbook. Tell your opinion form technical side :)

It should be just fine as long as it keeps your legs cool, laptop coolers are just plastic with heatsink material inside and a couple of fans.
