Is it possible for someone to cap my download speed ?

I have a 2MBPS triband connection,the surfing speed is good,but im getting download spees of between 150bps-150kbps,why is this happening ?im using a router,are there any settings i can change ro sort this out ? and i ask if someone can cap it because a week or so back i was getting full download speeds,but now for some reason they have dropped

Who is your ISP? If its Comcast you will get verying degrees of DL speed because of thier power boost.

Some ISPs throttle accounts when they see activity from torrent trackers and P2P sofware. Comcast was the leader at throttling accounts and might still be the throtle leader, but the are now in the midst of a lawsuit because of it.

Yeah, ISPs can cap speeds. My ISP caps my P2P downloads at 30 KB/s during 'peak times'.

Yea, if only torrents were actually legal content... I would love to be able to download purepwnage episodes and linux at blazing fast speeds, but people have ruined that for the most part. If I want to share podcast content or other legal things to share, I can actually get banned from my colleges internet service for 3 months (if it illegal content, they freely give our info to the riaa).
