I'm still kind of new to all that is computer tech so bear with me

first off, here's my setup:

PNY GTS 250 1GB

8 gigs ram

AMD athlon 7750 dual core at 2.7 ghz

windows vista ult. 64 bit.

Asus motherboard

I've done some research to find that a AMD phenom X4 965 black edition seems to be the right choice, seeing as how Asus and AMD go hand in hand.

all my games look fantastic when put on the highest settings, but on certain games it slows down on frames when either a lot is going on or i'm looking at a vast distance. is this something a upgrade to the 965 will fix?

This sounds like a GPU issue.

Just because the GTS 250 is a rebadged 9800 GTX+ doesn't mean that it is capable at playing all games at max. I suggest you start playing with textures, resolutions and viewing distances in your games to see what works best for you. Also, look at lowering AF and AA qualities as well since these can take up GPU usage as well.

I try to stick with 16xAF, since it doesn't require anything really in any game, and around 2xAA to 4xAA in most games. Even if the games has options for 8xAA I find it best to stick with a lower option so that I can max other settings and have playable FPS.

I would think it's fine for any game that runs fine on a dual. sure the 965 is a lot better but games aren't that cpu dependent.

If you want to know if it is gpu or cpu. turn all the settings to low and see if it runs better. if it runs really well on low but terrible on max it is a gpu bottleneck if you put everything on low and it hardly makes any difference it's the cpu.

Bad advice. Even if it was slightly faster, you'd never know without fraps.

Your advice will do nothing for his performance, they perform pretty much the same in gaming performance.

Agreed. Win7 is great, but so is Vista. Performance is neck and neck between them.

What games are giving you problems and what resolution are you running? Chances are its your GPU that is holding them back.

When i mentioned the "when there is a lot going" part, I'm mentioning l4d and TF2. and for some reason GTA SA isn't as smooth as i thought, given it's an older game.

os doesn't really affect gaming performance. unless you are low on ram which he isn't you wont really notice any difference between xp vista and 7

depends on the game and how much bang for buck you want. if you play fc2 or gta4 a quad will give you quite a bit performance boost but for most games there will little to no difference. for general multitasking a quad will make a big difference.
