is reformating required when upgrading

for example key components ie: motherboard ram cpu, cause a friend of mine is upgrading those parts for me. & he'll see if he needs to. but is it always required to reformat when you upgrade, I just need to know

It's almost always recommended as it will remove any currently installed drivers (and everything else) that might conflict with the new hardware. It also gives you a chance to reinstall other software you use most often. You can think of it as having a brand-new computer.

if you change the motherboard, you need to reinstall, it's possible it might work without reinstalling though but it's not advisable.
