So I have a fairly recent laptop which has a very powerful processor and tuns of ram, but naturally the video card is garbage. It's something called "Express Chipset Family" Basically what I'm asking is; is there any way to outsource some of the strain on the video card to the other stronger parts of my PC? It doesn't have to be a big difference, just enough so I can play TF2 on medium-medium high settings.

Unfortunately there really isn't an effective way because both parts were designed differently in order to accomplish their task effectively. With TF2, you can probably force the game to run on lower shaders so you can get an acceptable frame rate, but it won't look that pretty.

You might be able to go to Intel's site and find an updated driver for the IGP that you have but even then I think you are SOL as those things aren't really designed for 3D games.

Sorry to have to tell you man, but unfortunately you have what you have when it comes to laptops. They either have a good GPU, or they don't (like most). They generally can't be modified or upgraded, and games will use whatever part of the system they were designed to use (more GPU than CPU in most cases).

You probably have a GMA 950 or something similar. IIrc those don't have T&L because they aren't supposed to render 3D.

Damn, I really wish someone would invent an external video card that you cold just plug into a USB port.

LOL... me too. I think they would've done that if it could support the data bandwidth needed for a gaming GPU.
