I assume you played the first, right? If not then both come with a Steam pre order of MP3.
Max Payne 2 is definitely worth it, though Max Payne 3 won't pull a Metal Gear and force you to play it to understand the story, the game would be significantly improved if you understood the character and his past better, and if you had a handle on what gameplay to expect.
Though I played them years ago on PS2, I refreshed myself with a crash course through both games in a week and it was a blast. The first feels a bit "old" in a lot of ways (especially the damn faces and stiff AI), but the second is still really polished and could hold up to scrutiny to more modern gameplay, especially since for the time it had a lot of cool things (like ragdoll physics) that helped it stay ahead of the curve.
